The Income Tax Department has released the File Validation Utility (FVU) Version 1.0 for quarterly TDS / TCS statements to be filed under the provisions of the Income-tax Act, 2025.
The new FVU is applicable for quarterly TDS / TCS statements relating to Tax Year 2026-27 onwards, i.e. from the quarter ending 30th June 2026. Returns relating to earlier periods will continue to be validated using the existing FVU.
The department has introduced several changes to align the quarterly TDS / TCS statements with the new Income-tax Act. Some of the important changes are summarised below.
Highlights of FVU Version 1.0
- The concept of Financial Year has been replaced with Tax Year throughout the quarterly TDS / TCS statements.
- The quarterly statement forms have been renumbered as follows:
- Form 24Q → Form No. 138
- Form 26Q → Form No. 140
- Form 27Q → Form No. 144
- Form 27EQ → Form No. 143
- The deductor’s contact details now require the country (ISD) code along with the contact number.
- The details of the person responsible for deduction / collection now include the country of residence. The mobile number to be reported should be an Indian mobile number.
- The earlier Section Code has been replaced with a 4-digit Tax Code, which is mapped to the corresponding provisions of the Income-tax Act, 2025.
- Challan reporting has been simplified. Separate reporting of surcharge, education cess and allocation of interest / other amounts has been removed. The challan now broadly consists of four components:
- TDS / TCS
- Interest
- Fee
- Others
- Deductee / Collectee reporting has also been simplified. Wherever applicable, surcharge and cess are now included in the TDS / TCS amount instead of being reported separately.
- Various headings, references and internal field identifiers have been revised to align with the new Income-tax Act, 2025. These are primarily technical changes introduced by the department and do not significantly alter the overall filing process.
Earlier FVU Continues for Returns up to 31st March 2026
The Income Tax Department has also released File Validation Utility (FVU) Version 9.5 for quarterly TDS / TCS statements pertaining to the Income-tax Act, 1961.
This FVU is applicable for all quarterly TDS / TCS statements up to 31st March 2026, including the fourth quarter of Financial Year 2025-26. There are no functional changes in this version as compared to the earlier release. It has been issued to facilitate the continued filing of statements under the provisions of the Income-tax Act, 1961.
