The Income Tax Department has released the following new File Validation Utilities on 26 September, 2013 which would be mandatory from October 01, 2013:
FVU version 4.0 – For Statements pertaining to FY 2010-11 onwards.
FVU version 2.136 – For Statements pertaining to FY 2007-08 to FY 2009-10.
FVU version 3.9 and FVU Version 2.135 are applicable upto September 30, 2013.

TDSMAN will incorporate new FVU versions and would be released latest by 30th September 2013. Meanwhile, the earlier versions (FVU 3.9 and FVU 2.135) are still applicable for preparing and filing returns.
